# Data Centers Are Not the Problem, Says the Man Who Just Bought $40 Billion of Them
*Work, Dignified | October 14, 2026 | Tiffany Ryan*
**Hypothesis:** Larry Fink's claim that data centers "are not the problem" does not survive contact with the record. The evidence contradicts him on every resource dimension. The verdict, tested against the money, the framing's origin, and the documented facts: it is a bill of sale wearing a macroeconomic costume, delivered by the largest AI-infrastructure asset manager on earth.
## What He Said
BlackRock beat earnings estimates on October 14, then its CEO told CNBC that a data center moratorium means "we will be in a recession," because the economy rests on the capital expenditure buildout (CNBC, 2026). Earnings day is when CEOs discover the economy cannot survive without whatever they happen to be selling.
He went further: public fears about data centers, water use included, are misinformation, and "data centers are not the problem" (Pequeno, 2026). A confident diagnosis from a man whose firm had closed a $40 billion data center acquisition ten weeks earlier. He also announced BlackRock is working with AMD and Broadcom to build credit ratings for used chips, opening the door to securitizing AI hardware (Stocktwits, 2026).
Read that last item twice. The man selling the infrastructure wants the hardware to become a bond market.
## Follow the Money
BlackRock is not a commentator on the AI buildout. It is one of its principal landlords. Its AI Infrastructure Partnership with Microsoft, MGX, NVIDIA, and xAI targets $30 billion of equity scaling to $100 billion with debt, and it closed the Aligned Data Centers acquisition at a $40 billion enterprise value on July 21, 2026 (Global Infrastructure Partners, 2025; Aligned Data Centers, 2026). The chip-securitization plan would create financing machinery his firm would run for fees (Stocktwits, 2026).
So when he says the buildout cannot stop, he is describing the growth assumption inside his own asset base. That does not make him wrong. It makes him a party. He is not forecasting the weather. He is the weather, and he would like everyone to stay outside.
## The Framing Has an Author
Fink did not invent the line. The Cato Institute published "Data Centers Are Not the Problem. Bad Policy Is" in August (Cato Institute, 2026), and Reason ran a video under the same title in September (Reason, 2026). The structure is consistent: deny the externalities, blame government, cast the industry as the victim of its own success. A market-moving CEO repeating a libertarian think tank's tagline makes it read like consensus. It is a party line with a conference call.
## The Record
**Power.** Data centers used 4.7% of US electricity in 2024 and are projected to reach 9.5% to 15.3% by 2030 (Shehabi, 2026). PJM's independent market monitor attributes $29 billion in added costs over two years to data center load across 67 million ratepayers, and the average PJM family will pay about $70 more per month by 2028 (NPR, 2026; Environment + Energy Leader, 2026). That is a household subsidy for an industry the largest investor in it describes as an innocent bystander.
**Water.** 97% of US data center water comes from municipal drinking-water systems (Congressional Research Service, 2026). Cooling evaporates it; it does not come back. A large site uses up to 5 million gallons a day (Brookings Institution, 2025), and xAI's Memphis campus draws up to 1.3 million gallons a day from the city's drinking-water aquifer (Waterways Journal, 2025). Fink calls water concerns misinformation, which is one way to describe county commissions reading aquifer data out loud before voting.
**Air.** Harvard Chan School projects data center air pollution alone could drive 600,000 new asthma cases and 1,300 premature deaths annually in the US by 2030 (Harvard T.H. Chan School of Public Health, 2026). xAI's 30-plus unpermitted Memphis turbines, estimated at 2,000 tons of nitrogen oxides a year, sit in a historically Black neighborhood with elevated asthma rates (World Resources Institute, 2026).
**Jobs.** The trades point is real and temporary. Hyperscale sites employ 50 to 200 permanent workers after construction ends (Stratford Analytics, 2026), and the largest subsidy deals average $1.95 million of public money per permanent job (America's Plan, n.d.). The electricians get the construction years. The shareholders get the depreciation schedule.
## What Survives
Two things. The buildout is macroeconomically significant: 1.4% of US GDP in the first quarter of 2026 (Epoch AI, 2026), with capex on track to rise from 0.6% of GDP in 2023 to 3.1% by 2027 (Apollo Global Management, 2026). A sudden stop would hurt. And the pushback is real: an open dataset built on primary documents counts 533 local moratoria across 42 states, with Moody's warning 14-plus states are weighing more because the expansion strains water and power infrastructure (Moratorium Nation, 2026; Capacity, 2026).
But the asymmetry stands. Economists describe a concentrated, cyclical risk; Barclays estimates an AI capex bust could cost a full point of GDP growth with no moratorium required (Data Centre Magazine, 2025). Fink calls it indispensable, which is what the last man standing at every boom says.
## Verdict
The hypothesis holds, and it is not close. On water, the Congressional Research Service contradicts him. On electricity, his own market monitor contradicts him, to the tune of $29 billion. On jobs, permanent employment runs two orders of magnitude below the capital expenditure. The only claims that survive are the ones that flatter his firm's positions: the buildout is enormous, and stopping it would be painful. How convenient.
The genuine risk is not a moratorium. It is a trillion dollars of annual capital expenditure that requires AI revenue to show up on a schedule, borrowed against ratepayer bills and retirement accounts, with the man assuring everyone it is safe holding the largest stake in the answer. A moratorium might cost the country a recession. Believing Larry Fink on his own book of business might cost it more.
## The Part Where We Win
Nothing above says build nothing. It says build less, and make what gets built pay the community back. Both lists already exist in production.
**Do this instead of building.** Right-size the compute. A tuned 1-billion-parameter model runs on Raspberry Pi-class hardware and answers standard question-answering tasks at useful accuracy (Large Models for Small Devices, 2026), and the industry expects small, task-specific models to take most AI workloads in 2026 (Dell, 2026). Every query served on the device in your pocket is a query that never draws from a strained grid. Most AI work, including most of what people actually use daily, does not need a hyperscale brain.
**Where data centers get built, make them resource machines.** The engineering is deployed and documented. In Tallaght, Ireland, an Amazon data center's waste heat heats local buildings through a district scheme that saved 1,100 tonnes of CO2 in its first year (World Economic Forum, 2025). Microsoft and Fortum are building heat-recovery systems in Finland expected to supply about 40% of district heating demand for 250,000 people (EESI, n.d.). In Denmark, a data center campus is tied into district heating serving more than 8,000 homes (DataCenterKnowledge, 2026). In Pennsylvania, a project uses data center waste heat to distill wastewater (EESI, n.d.), and waste-heat greenhouses, proven at sites from Notre Dame to London's Telehouse West, can cover most of a large greenhouse's heating demand (InformationWeek, 2024). A data center that exports heat, treats water, and grows food is a different political object than one that exports bills.
**Make them grid assets, not grid burdens.** Google has integrated 1 gigawatt of demand response into its utility contracts, the first agreements to curtail machine-learning workloads on request (Google, 2026). A Duke University study found 76 GW of new load, about 10% of national peak demand, could connect to the US grid if it accepts modest curtailment (Renewable Energy World, 2026). Thirty-six states have approved or proposed 77 specialty agreements with large loads, 17 of them with demand response obligations (Politico, 2026). The difference between a burden and a battery is a contract, and contracts are something county commissions and state regulators write.
The pattern across all three lists is the same. The technology exists, the case studies are operating, and what is missing is the requirement. Heat, flexibility, and water reuse show up when governance asks for them. That is the actual lever, and it is held by the same communities Fink's framing asks to stand down.
